Setting the stage for a new chapter in the development of Sydney

Bays West

Bays West represents one of the last strategic pieces of inner harbour land available for urban renewal in Sydney. At 77 hectares, the Precinct encompasses White Bay, Glebe Island, Rozelle Bay, White Bay Power Station and Rozelle Rail Yards, along with 76 hectares of adjacent harbour waterways. This project is a once-in-a-lifetime urban regeneration project located within two kilometres of the Sydney CBD on which TERROIR has led a multi-disciplinary team in the delivery of urban design services. TERROIR was appointed by the Department of Planning, Industry and Environment to lead several strategic projects at this significant site, including the recent delivery of the Bays West Strategic Place Framework and the Bays West Urban Design Framework.

The Draft Strategic Place Framework serves as a high level strategic positioning document that outlines the future for Bays West. It contains extensive background analysis and existing  government policy, which have informed and shaped the vision, directions and structure plan for the Precinct. The Urban Design Framework is a detailed document that provides a foundation for the future masterplanning of a site, combining the vision, strategic principles and directions, place-based responses, spatial implications and delivery. It considers stakeholder and community input, local character, heritage and identity, built form and staging, and can be informed by a range of other documents and consultant inputs. It is also informed by our long history on this site, beginning with the White Bay Power Station Urban Design Framework, through the phase of Strategic Masterplanning for UrbanGrowthNSW in an international team that included SJB, ASPECT Studios, Design 5 Architects, Latz and Partners and others, and culminating in the completion of the Framework documents that have been on public exhibition in 2021. Each of these phases informs and guides all future development within the precinct.
